Could just be the quarantine causing problems to the transoceanic traffic. You won't notice the problem while streaming because of the buffer, but gaming requires real-time exchange of information.

BOD Books are 1 item, and every additional BOD is 0.2 items (rounded up). The reason behind this is probably to limit BOD hoarding.
