Cross-post from here : Monsters are not supposed to flee when under 16% like they do on demise this is not osi accurate. Monsters definitely do flee on OSI. Typically this error means you are trying to create a new account, but your IP address already has 4. Make sure you are typing your account name correctly.

There is no luck cap on Demise. :)

That piece of code is the same as the latest public RunUO release (link), which only activates a cap of 1200 luck if Samurai Empire is not active.
