uoguide description:
This attack provides a 20% Damage Increase. Additionally it will reduce the target’s DCI by 10%. This attack can also be stacked multiple times for a further DCI reduction of 5% per stack and 2 second duration increase. The Dazed effect, will provide a GUARANTEED spell interrupt. Even if the target is under the effect of Protection. Once this effect wears off, it cannot be re-applied for 10 Seconds

demise:
no damage increase, reduce 4% only and no stack dci debuff.

"Force Arrow imparts normal damage, but reduces the target's defense rating for 8 seconds. Tests indicate a 4% reduction in Player vs. Player combat. Force Arrow lowers the defense rating of monsters an unknown amount, because it is difficult to measure a defense rating reduction in Player vs. Environment."
