sadly the only way they are going to combat the bots and afkers.. is to select volunteers who expect nothing in return except the knowledge of knowing they are making the shard better by getting rid of the trash. Give them the ability to jail the rule breakers and then put in place a 3 strikes your accounts are wiped punishment.. Mean if you get 3 strikes on your IP then all account that log in with that IP are wiped....it's called punishment not time out... time outs don't work. ever here a kid say " oh no pls don't kick me out of school"??? because time outs simply do not work.
