how about a quest that gives a soulbound item with 6 random mods and a personalized name.
who's gonna bother loading UO for that?
who's gonna bother making a whole new character just to use the item they get?

how about an 8 mod item, that only lasts a week, but can be gotten from a weekly quest?
or monthly?
