Building Restrictions?

Were castles and keeps disabled on the entire server or just certain areas?
The placement of castles and keeps is only disabled in Malas.
You may notice there are, however, some castles and keeps in Malas. These were either placed before this restriction was added (November 2009), or rarely they are given out as an event prize.
Their placement is unrestricted in Felucca, Trammel and Tokuno.
