Do Tokuno artifacts still spawn?

I saw someone with a 300 luck mempo and looked it up on stratics and saw it was a tokuno minor, so farmed for 20 min and nothing is dropping. Thought i'd check on here before I waste more time.

Tokuno is not active, don't waste your time.
