If I were to use items to take my melee skills over 90 would I still be able to use the special attacks or does it have to be 90+ "real skill" level? Thanks.

You can not use special abilities unless you have "real" minimum skill levels in tactics and weapon skill required.

Yes you can, gotta ignore Ortiz cuz he's black. Items or no items, you must have 90 weapon skill with 90 tactics to use both specials. You may use items to bump you to 90 and specials still work the same as raw skill.
