How to recharge a hitching post??

Anyone know how to recharge these, or can they not be recharged?

On OSI, you have to craft a Hitching rope, but I don't think we have those here.

This hitching post item was in "testing" at one point and if I remember correctly it got sent back to "in development " because when you went to craft the item you could (and did) gain in animal lore
What happened after that...........
